Unable to load dynamic library'c:\php\extentions\php_oci8.dll'- Access is Denied
pernah ngalamanin ginian ? padahal udah ada file tersebut.
Nih solusinya :

If You use anonymous access, You'll have a builtin user to use it. Make this user local administrator, or give minimum read access to PHP folder (ie.: c:\php) and ORAHOME (ie. c:\ora92) folders

cek juga untuk user IUSR_XXX di win*&%#@ harus dimasukkan sebagai group administrator.
